Safety of Children’s Clothing Security of Attachment

The European Committee for Standardization (CEN) has developed a set of four new documents to evaluate the safety of children’s clothing with regards to the mechanical properties of small attached components.

This forms part of a series of four documents developed from Annex B of CEN/TR 16792:2014–
Safety of children’s clothing – Recommendations for the design and manufacture of children’s clothing – Mechanical safety.
The aim of this document is to assess the attachment strength of buttons. This document provides a reference method of test for compliance assessment. A document providing performance specification for infants' clothing is under development (CEN/TR 17394-1).
For the convenience of the clothing industry, a simplified method is provided in Annex B for routine in-house process control, however this does not replace the reference method.
This document defines a test method for security of attachment of functional and decorative buttons to clothing including garments such as gloves, hats, scarves, hosiery, ties, and textile belts.

CEN/TS 17394-1, Textiles and textile products — Part 1: Safety of children's clothing — Security of attachment of attached components to infants' clothing — Specification
This document provides requirements for security of attachment for clothing components that are considered as small parts such as buttons, press fasteners, rivets, sequins, diamantes (or pieces of these components) which fit entirely within the small parts cylinder without compression, for infants’ clothing.

CEN/TS 17394-3, Textiles and textile products — Part 3: Safety of children's clothing — Security of attachment of metal mechanically applied press fasteners —Test method
The aim of this document is to define a test method for security of attachment of functional and decorative metal mechanically applied press fasteners to children’s clothing including e.g. gloves, hats, scarves, hosiery, ties, and textile belts. The scope is limited to mechanically applied components and eyelets and rivets are assessed under CEN/TS 17394-4 as the integrity of the component may be destroyed in the gripping action.

Security of attachment of components except buttons and metal mechanically applied press fasteners — Test method
This document describes a method to complement BS EN 17394-2 and CEN/TS 17394-3 and is an extremely aggressive wash method which assesses attachment after multiple washes. This method is applicable to all other components including labels, badges, sequins, rhinestones, rivets, eyelets and non-metal press fasteners, which are too small to be gripped in test equipment jaws or their integrity is damaged by gripping.

The above documents do not apply to childcare articles, shoes, boots and similar footwear, toys (including disguise costumes) or other articles sold with clothing. These items are all covered by other CEN Technical Committees and are therefore out of scope.
