Beginning January 1, 2022, manufacturers will need to include the sterilization permit number on the textile label for quilted clothing sold in the state of Utah. Manufacturers of quilted clothing with filling such as down, feather and wool need to add the sterilization permit number on the textile label (PER. NO.) and require registering the sterilization license with Utah. Manufacturers had a five year compliance period which started on January 1, 2017 to include this sterilization permit number on the textile label.
Utah requires quilted clothing, which includes apparel, jackets, coats, hats, gloves, slippers, etc., to be registered and licensed to sell in Utah. Quilted clothing must be labeled as part of the FTC fiber content label, disclosing the hidden filling materials with a sectional disclosure regardless if it is for warmth. However, stiffeners, such as shoulder pads or interfacing to support an embroidered decal or aesthetic effects such as filled decoration (ears, horns), are not included.
The definition of quilted clothing under the Utah Act is as follows: “Quilted Clothing: means a filled garment or apparel, exclusive of trim used for aesthetic effect, or a stiffener, shoulder pad, interfacing or other material that is made in whole or in part from filling material and sold or offered for sale.”
