Products of Animal Origin Post Brexit

Requirements for health certificates for imports of animals and animal products into Great Britain (England, Scotland and Wales) will be introduced in phases from January to July 2021. This may affect imports of products with feathers, down, animal fur and hides (leather). 

Health certificates for imports to Great Britain (GB) will be substantially the same as existing EU certificates for imports from the rest of the world. You should use existing EU certificates for guidance on what will be required.

There will be no access to the EU’s import system TRACES (Trade Control and Expert System) from 1 January 2021 for animal products imported from outside the EU. Completion of the UK’s new Import of Products, Animals, Food and Feed System (IPAFFS) will be required for imports of products of animal origin (POAOs) and subject to veterinary checks.

There will be new processes that importers must follow when importing from an EU country into GB and these will be introduced in three stages. 

From 1st January 2021: You must use IPAFFS to pre-notify the arrival of POAO which are subject to safeguard measures. POAO which are subject to safeguard measures must be accompanied by a health certificate.

From 1st April 2021: POAO imports must be accompanied by a health certificate so they can have remote documentary checks and be pre-notified by the importer using IPAFFS. Import requirements for high-risk POAO under safeguard measures introduced on 1 January 2021 will continue to apply. 

From 1st July 2021: All POAO must enter GB at an established point of entry with an appropriate Border Control Post (BCP) from 1 July 2021. You must check if the CN code for your product is listed in Regulation 2019/2007 to find out if your POAO must be imported via a point of entry with an appropriate BCP. Goods must be accompanied by an Environmental Health Certificate (EHC) if available - if there is no EHC for your commodity, contact Animal and Plant Health Authority (APHA) as goods may be able to travel under licence and a commercial document.
