PFOA Regulated Under EU POPs Regulation

PFOA, its salts and PFOA-related substances has been included in Annex A (Elimination) to the Stockholm Convention on Persistent Organic Pollutants with various specific exemptions.

Since Regulation (EU) 2019/1021 (POPs Regulation) implements the commitments of the Union under the Stockholm Convention on Persistent Organic Pollutants, European Commission published the Delegated Regulation (EU) 2020/784 to amend Annex I of POPs Regulation to restrict PFOA, its salts and PFOA-related substances in substances, mixtures or articles with certain exemptions. The effective date is July 4, 2020 (same date as previous restriction set under REACH Annex XVII Entry 68).

Requirements:
• Concentration of PFOA or any of its salts ≤ 0.025 mg/kg in substances, mixtures or articles 
• Concentrations of any individual PFOA-related compound or a combination of PFOA-related compounds ≤ 1 mg/kg in substances, mixtures or articles.

By listing PFOA, its salts and PFOA-related substances under the POPs Regulation, the requirement under entry 68 to Annex XVII of REACH is planned to be deleted.
