EN 71-4:2020 Safety of Toys – Part 4: Experimental Sets for Chemistry and Related Activities

The European Committee for Standardization (CEN) published EN 71-4:2020. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by June 2021, and conflicting national standards shall be withdrawn at the latest by December 2021.  

Major Changes: 

• It has been clarified that the standard does not apply to combined sets, e.g. a combination of a “chemistry set” and a “crystal growing set”. 

• “Chemistry sets” may now be supplied with food additives and their mixtures according to Regulation (EC) 1333/2008.If pure food additives are not classified as hazardous substances or mixtures are not classified as hazardous mixtures. 

• Tables 1 to 5 have been revised, in particular with regard to GHS pictograms and signal words to adopt the changes in the CLP classification. 

• The requirements on closures for child-resistant containers have been revised by permitting only closures in compliance with EN ISO 8317:2015, other options provided previously have been removed. 

• The former Annex A “Test methods for closures of reagent containers” has been deleted. 

• Eye protection now also has to be provided for “Carbon dioxide generating experimental sets” containing substances which are required to be marked with GHS pictogram GHS05. 

• The requirements on marking of the primary packaging have been revised by removing details of manufacturer or importer as they are required by the Directive 2009/48/EC, its associated guidance documents and EN 71-1, corresponding rationale is included in Annex A. 

EN 71-4:2013 is still the harmonized standard under Toy Safety Directive 2009/48/EC currently. The 2020 version is expected to be harmonized when it is accepted by the European Commission and announced in the Official Journal of the European Union (OJEU). Manufacturers of toys with experimental sets for chemistry and related activities should review their products with the revised requirements in this new version of the standard.
