California Technical Bulletin 117-2013 Adopted as Federal Flammability Standard for Upholstered Furniture

On December 27th, 2020, President Trump signed the Consolidated Appropriations Act, 2021. Written within Division FF – Other Matter of the Consolidated Appropriations Act, and referred to as Title XXI – COVID-19 Regulatory Relief and Work From Home Safety Act is the mandate that adopts California TB 117-2013 as a mandatory flammability standard for upholstered furniture. 

The Title XXI – COVID-19 Regulatory Relief and Work From Home Safety Act will become effective June 25, 2021 and will apply to all upholstered furniture as defined within the Act. In addition to the labeling requirements required from the California TB 117-2013 standard, each item of upholstered furniture is require to bear the statement “Complies with the U.S. CPSC requirements for upholstered furniture flammability” on a permanent label located on the product. This declaration shall be considered a certification that the product complies with the standard.
