The Australia mandatory standard “Consumer Goods (Projectile Toys) Safety Standard 2020” was amended by “Consumer Goods (Projectile Toys) Amendment Safety Standard 2021” (dated 29 July 2021) to incorporate updates recently made to the voluntary Australian/New Zealand and international standards on which it is based, and to include other minor updates.
The amendment also extends the transition period of the mandatory standard to 24 months beginning on the day of commencement (12 June 2020).
According to the amended mandatory standard:
A projectile toy shall comply with the designated clauses of one of the following standards:
• AS/NZS 8124.1:2019 (incorporating Amd1:2020 & Amd2:2020)
• EN 71-1:2014+A1:2018
• ISO 8124.1:2018 (incorporating Amd1:2020 & Amd2:2020)
• ASTM F963-17
In addition, if a projectile toy satisfies all of the following:
• might reasonably be possible to aim the projectile toy at the eyes or face;
• is capable of launching a projectile more than 300 millimetres;
• is capable of launching a projectile with a kinetic energy greater than 0,08 J,
the instructions accompanying the toy or the packaging in which the toy is supplied shall have a warning to contain the following (or words to that effect):
“WARNING: Do not aim at eyes or face”
There is a transition period of 24 months beginning on the day of commencement of the Consumer Goods (Projectile Toys) Safety Standard 2020” (12 June 2020). During the transitional period, a projectile toy must comply with either:
• the amended standard “Consumer Goods (Projectile Toys) Safety Standard 2020” or
• the previous standard “Consumer Protection Notice No. 16 of 2010 (Consumer Product Safety Standard for Children’s Projectile Toys)”.
After the transitional period, a projectile toy must comply with the amended standard.
