16 CFR 1632: Standard for the Flammability of Mattresses and Mattress Pads

Introduction
On June 23, 2021, the U.S. Consumer Product safety Commission (CPSC) issued a final rule to amend the current 16 CFR 1632 Regulation for the Flammability of Mattresses and Mattress Pads. 

The amendment is made to update the Standard Reference Material used for this test as an ignition source. The current reference material cigarette, known as SRM 1196, is no longer available for purchase.  After much research and testing, the CPSC has determined that a new sourced material, titled “SRM 1196a”, has produced comparable test results and properties to the SRM 1196. 

Thus, the regulation 16 CFR 1632, is being updated to reference the new SRM 1196a as the ignition source to use for this standard. 

Please note per the Federal Register notice: 

“Manufacturers and importers of mattresses will be responsible for ensuring that their mattress products are tested using SRM1196a. If a supplier’s mattress product does not comply with the requirements, they will need to either modify the product, or cease their manufacture or importation. Additionally, as required by the CPSIA and its implementing regulations, manufacturers and Importers of youth mattress would be required to certify there that their mattresses intended for children complies with the requirements of the  standard.“ 

Effective:  On July 23, 2021, testing will be required using the new “SRM 1196a” test ignition source.
